Embedded Generation URF Working Group
The Independent Pricing and Regulatory Tribunal (IPART), as chair of the embedded generation working group (convened by the Utility Regulators Forum (URF) in July 2004), has recently appointed PB Associates to assist in the development of a national Code of Practice (CoP) for embedded generation (EG).
The aim of the CoP is to clarify the arrangements for connecting generators to distribution networks across all of the jurisdictions operating within the National Electricity Market. The CoP is expected to set out the minimum requirements and obligations for both distributors and embedded generators across a range of connection issues. A national CoP is expected to deliver a number of important advantages. These include:
- the provision, where appropriate (and possible), of a consistent and predictable approach to the treatment of embedded generation across Australia;
- facilitation of the sharing of best practice nationwide;
- the provision of information and guidance, at a national level, on practical connection issues;
- assistance in the removal of (unnecessary) barriers to the connection of embedded generation; and
- the removal of any inconsistencies and perverse commercial incentives which may currently exist at jurisdictional boundaries;
The first part of the work will be to review the status of the arrangements for the connection of EG in each jurisdiction and to compare and contrast differences in approach. This will focus on a number of key areas such as connection charging policy; technical definitions and standard terms and conditions for connection. This will form a part of a jurisdictional status report which is expected to be completed by early July 2005.
The draft CoP will be completed by the end of August 2005 and will be submitted to the URF along with the working group’s recommendations.
The input from key stakeholders groups, such as the embedded generator community and the distribution network service providers, will be an important part of the development work; and contributions and comments will be sought during the process.
