Licensing - Gas Authorisations
The Minister for Utilities is empowered to issue authorisations (licences) to allow an entity to either supply (supplier's authorisation) or distribute (reticulator's authorisation) natural gas in NSW. These authorisations are issued subject to conditions encompassing such matters as effective retail competition, consumer protection, reliability and safety.
The Independent Pricing and Regulatory Tribunal administers the licensing regime on behalf of the Minister. It advises the Minister on authorisation issues with respect to:
- the granting, variation, transfer or cancellation of an authorisation
- the imposition, variation or cancellation of conditions in relation to an authorisation
- any remedial/enforcement action that may be warranted as a result of the contravention of the conditions of an authorisation
The Tribunal may impose monetary and non-monetary penalties and take other action it considers appropriate against authorisation holders for contraventions of authorisation conditions.
