The Independent Pricing and Regulatory Tribunal of NSW (the Tribunal) is responsible for regulating electricity prices for small retail customers in NSW. The current determination on these prices will expire on 30 June 2007. The Minister for Energy has asked the Tribunal to review and determine the regulated retail electricity tariffs and charges that will apply from 1 July 2007 to 30 June 2010.
The Tribunal has received an application from Integral Energy for an increase in its public lighting charges under Regulation of Excluded Distribution Services Rule 2004/1. Stakeholder comment should be received by Thursday 31 August 2006.
On commission from the Tribunal, Meritec Limited reported on demand forecasts and the prudency of capital and operating expenditure for the 4 DNSPs. Meritec also made recommendations on future expenditure levels.
The aim of this paper is to set out further issues to be considered if a service quality incentive mechanism is to be introduced. It will form part of the Tribunal’s pricing review which is to come into effect from July 2004
