IPART's regulates maximum fares for all railway passenger services supplied by RailCorp under the name "CityRail" under the IPART Act and the Passenger Transport Act. CityRail fares include single, return and periodical tickets, TravelPass tickets, FlexiPass tickets, CityHopper tickets, DayTripper tickets, and link and intermodal destination tickets such as Olympic Park tickets.
IPART's completed its review of CityRail fares for 2009-2012 and CityRail's economic regulatory framework. On 16 December 2008, IPART released its determination of CityRail fares and its recommendations to the Government on improving CityRail's governance arrangements. The new fares took effect from 4 January 2009 and the determination and report explain how they will increase over the remaining three years to 2012.

The Tribunal will determine maximum fares for CityRail services under the Independent Pricing and Regulatory Tribunal Act. Matters to be considered by the Tribunal are set out under Section 15 of that Act: including the cost of providing the services concerned, the protection of consumers from abuses of monopoly power in terms of prices, pricing policies and standard of services, the need for greater efficiency in the supply of services so as to reduce costs for the benefit of consumers and taxpayers, the need to maintain ecologically sustainable development, the need to promote competition in the supply of the services concerned, consideration of demand management (including levels of demand) and least cost planning, the social impact of the determination and recommendations, standards of quality, reliability and safety of the services concerned. The Tribunal’s role is to set maximum fares for CityRail’s passenger transport services and for STA buses and ferries. The Tribunal set fare increases of up to 5% (7.5% for ferries), effective 31 August 2003
