This Draft Report reviews Local Government’s Compliance and Enforcement activities in NSW and makes draft recommendations to provide red tape savings to business and the community. The report considers ways to improve the capacity and capability of councils, and the quality of regulatory administration. The report focuses on councils’ enforcement activities in areas such as planning, building, environment, health, parking, transport and companion animals. IPART is seeking public comment on our draft recommendations, to be considered as part of our Final Report.

This Issues Paper discusses questions for IPART’s regulation review of Local Government Compliance and Enforcement. We seek information from businesses, local councils and the broader community on specific local government compliance and enforcement activities that are imposing unnecessary regulatory costs (red tape) on business and the community; impediments to local government applying better enforcement practices; and ideas for reform to reduce red tape.
