IPART’s final report of SOC productivity comprises two main parts. The first part is a quantitative analysis of the change in the SOCs’ productivity performance over time (to 2008-09) and a comparison of their efficiency against peer organisations. The second part is a review of the factors that may have affected the SOCs’ productivity performance over this time, drawing on the quantitative analysis and findings of other studies on the factors that affect performance. IPART’s recommendations on improving the SOCs’ efficiency focus on ensuring that the mechanisms that the Government has established (to ensure that the SOCs make prudent and efficient production decisions and to encourage them to make continual improvements in efficiency) are effectively applied and continue to be so over time.
