Discussion Paper - Review of Electronic Lodgment Network Operator service fees - March 2026

This Discussion Paper was sent to stakeholders ahead of a workshop with the Tribunal held on 17 March 2026. 

The paper discusses our view on the continued regulation of ELNO service fees (the first element of our terms of reference) and set out a series of questions for discussion in the workshop, including:

1. whether maximum fees should be regulated for all ELNOs
2. whether a regulated method or maximum level of price should apply to ELNO service fees
3. what the regulated maximum fee should cover.
