Summary

IPART has released a Draft Report on the Review of Blacktown City Council’s revised Contributions Plan 21 Marsden Park (2026) for the Marsden Park and Marsden Park Industrial Precincts. We welcome submissions on our Draft Report from the community and stakeholders until 9 June 2026.

The land in the Marsden Park Precinct is predominantly zoned for residential use, with supporting transport, stormwater and open space, while Marsden Park Industrial Precinct’s land is zoned primarily for industrial use and for bulky goods retail and business parks.

Marsden Park and Marsden Park Industrial Precincts cover around 2352 hectares of net developable area. The plan will provide essential infrastructure for an additional population of about 33,742 residents in approximately 11,536 additional dwellings. The commercial development in the precincts is expected to support 10,000 new jobs.

Developer contributions help fund services and amenities, like roads, parks and stormwater drainage, that are necessary to support development in both the Marsden Park and Marsden Park Industrial Precincts. 

Our analysis of the revised Marsden Park contributions plan has found that the infrastructure in the plan is essential and reasonable, and that community consultation has been undertaken. We have made 2 draft recommendations in our Draft Report. The first is to correct 3 errors identified by the council following the exhibition period. The second is to adopt relevant Australian Bureau of Statistics Producer Price Indexes to index works costs in the plan.

We will consider all feedback we receive before finalising our assessment. We will provide our Final Report and recommendations to the Minister for Planning and Public Spaces (Minister). The Minister, or their nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contribution rates in the Marsden Park and Marsden Park Industrial Precincts.
