IPART conducted a survey of residential water, electricity and gas consumers in the Sydney metropolitan, Blue Mountains and Illawarra areas. We obtained matching consumption data from the utilities for 2,192 households.

IPART uses a real rate of return in setting prices to cover a utility's costs. This requires the conversion of a nominal cost of capital to a real cost of capital by adjusting for expected inflation.
