         +      RECOMMENDED that:

         +      (a)     Council resolve to prepare a draft local environmental
                        plan over the following lots located within the
                        Jerberra (Pacific Pastures) Estate;

                        (i)    Lots 1 - 10, DP 11629
                        (ii)
         Part Lots 11 to 22, DP 11629
                        (iii)
         Lot 23 - 166, DP 11629
                        (iv)
         Part Portion 88 Parish of Wandrawandian
                        (v)    Lot 1 DP 956322

         +      (b)     This plan be undertaken with a view to recuperating
                        costs through the introduction of a differential rate
                        levy over those lots contained within the Estate.

         +      (c)     The General Manager submit a report to a future
                        meeting of the Policy and Planning Committee outlining
                        a possible rating procedure and policy for
                        consideration in the 1994 estimates.

                A MOTION was moved by Ald. Phelps, seconded Ald. Brown that
                the Recommendation of the Special Policy and Planning
                Committee be not adopted and that the Planning Services
                Manager submit a report to a future meeting of the Policy
                and Planning Committee detailing action that could be taken
                to rezone Jerberra Estate for urban devleopment.

                An AMENDMENT was moved by Ald. Kilner, seconded Ald. Baker
                that the Recommendation of the Special Policy and Planning
                Committee be adopted.

                The AMENDMENT upon being put to the meeting was declared
                CARRIED.

                The AMENDMENT upon becoming the MOTION was put and declared
                CARRIED.
