
IPART has commenced its assessment of Blacktown City Council’s Schofields Precinct Section 7.11 Development Contributions Plan (CP24).
The Council has prepared CP24 to collect contributions from new residential and non-residential development. These contributions will fund upgrades to infrastructure in the area to accommodate an expected increase in population of about 10,000 people.
This is the third time IPART has reviewed CP24. The plan was first submitted for assessment in 2014; a subsequent revision was submitted in 2018. In the 2018 assessment, IPART recommended council undertook a comprehensive revision of CP24. The 2022 version of CP24 currently under assessment incorporates this revision for IPART to review.
Our assessment will consider whether CP24 meets the criteria as set out in the Department of Planning and Environment’s Practice Note.
We will publish a Draft Report on our assessment findings and recommendations. At that time, we will welcome submissions from any interested parties.
We will provide our final assessment and recommendations to the Minister. The Minister, or their Nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contributions rates in CP24.
