Review of Queanbeyan-Palerang Regional Council's Contributions Plan - South Jerrabomberra

At the request of Queanbeyan-Palerang Regional Council, we have placed our assessment of the South Jerrabomberra Contributions Plan (South Jerrabomberra CP) on hold.

The council publicly exhibited the plan between 16 March 2018 and 13 April 2018. This plan has been in force since 15 May 2018.

In December 2018, the council advised that it has secured grant funding for the main access road to the release area.  This means that the council does not need to collect as much money from developer contributions to fund essential local infrastructure for the new development as it had expected when the contributions plan was prepared.

The council has asked us to put our assessment of the South Jerrabomberra CP on hold, while it works through the impact of the grant funding on its costs of providing local infrastructure.  This is because the grant funding may reduce the contribution rates below the threshold that requires an IPART assessment.


The Minister for Planning’s Local Infrastructure Contributions Direction 2012, as amended in February 2018, currently caps the local infrastructure contributions for residential development that the council can levy under South Jerrabomberra CP at $20,000 per lot or dwelling.

The council has asked the Minister for Planning to increase the applicable cap to $30,000 per lot or dwelling because South Jerrabomberra is a greenfield release area.

The council is investigating whether the above-mentioned grant funding will reduce the contributions required for essential infrastructure below $30,000 per residential lot or dwelling.

South Jerrabomberra CP applies to the land known as South Jerrabomberra Urban Release Area.
