The Tribunal commissioned Sinclair Knight Merz (SKM) to recommend performance standards and indicators for potential inclusion in State Water's Initial Operating Licence, which is scheduled to commence on 1 July 2005. SKM's study involved an examination of the regulatory framework in which State Water operates, stakeholder expectations for the operating licence, and available standards and indicators applied to comparable water businesses. Criteria to select performance indicators and assign standards were then developed by SKM, to enable them to make their recommendations. Performance standards and indicators are intended to help ensure public accountability of State Water for its operations.
