IPART has published a Draft Report setting out its draft recommendations on the service fees that Electronic Lodgment Network Operators (ELNOs) can charge for transaction services.

We are proposing:

  • ELNO service fees for transactions and closely related services should continue to be subject to price regulation; and that this price regulation should apply only to PEXA, as the ELNO with substantial market power.
  • A regulatory period of 4 years, from 1 July 2027 to 30 June 2031.
  • That the fees for transfer transactions be reduced in 2027-28; and then increase with the change in the CPI until 2030-31.
  • That all other fees remain unchanged in real terms, increasing with the change in CPI each year.
  • That ELNO service fees should be nationally consistent.

We are seeking stakeholder feedback on the draft recommendations and questions in our Draft Report, with submissions due by 14 August 2026 and a public hearing scheduled for 21 July 2026
