We have released our Draft Report on maximum private ferry fares from 1 January 2026.

What are our key draft decisions and determinations

In this Draft Report we have set draft maximum fares for private ferry routes in NSW. The services covered by these fares are:

  • Central Coast Ferries – Woy Woy to Empire Bay
  • Church Point Ferry Service – Scotland Island and western foreshore of Pittwater
  • Clarence River Ferries – Iluka to Yamba
  • Captain Cook Cruises – Circular Quay to Lane Cove
  • Cronulla and National Park Ferry Service – Cronulla to Bundeena
  • Palm Beach Ferries – Palm Beach to Mackerel Beach and the Basin, and

We have also recommended fares for: 

  • Palm Beach to Ettalong and Wagstaffe.

We have set our draft determination length to 5 years.

We have made a draft decision that maximum fares after 31 December 2030 will be indexed by CPI and will continue to be subject to the fuel cost adjustment mechanism if the final determination is not revoked or replaced by a subsequent determination. 

We have also made a draft decision to retain the fuel cost adjustment mechanism using the same formula as our 2021 review.

We seeking feedback from stakeholders on our Draft Report. In particular we are seeking feedback on:

  • Draft maximum fares and draft recommended fares
  • Our draft decision to index fares by CPI after 31 December 2030
  • The application of the fuel cost adjustment mechanism
  • Our assumption of ferry economic lives and its impact on operators
  • Other relevant issues raised in the Draft Report or that we may not have considered
