IPART has set the maximum prices that WaterNSW can charge for its bulk water, raw water and unfiltered water services in the Greater Sydney area. The prices we set in this review will apply from 1 October 2025 to 30 June 2029.

We have released our Final Report on WaterNSW’s maximum prices for its services in the Greater Sydney area.
WaterNSW’s Greater Sydney business supplies bulk, raw and unfiltered water to Sydney Water Corporation, Wingecarribee Shire Council, Shoalhaven City Council and Goulburn Mulwaree Council and also provides raw and unfiltered bulk water to 59 other customers.
Our decision is to set prices for a 4-year determination period. On average, prices for WaterNSW’s Greater Sydney bulk water customers will increase by around 9.2% per year before inflation, over the 4-year determination period. This is lower than the increase of 14% per year before inflation put forward by WaterNSW in its September 2024 proposal.
Bulk water charges from WaterNSW to Sydney Water account for approximately 7.5% of Sydney Water’s total costs. For a typical Sydney Water residential customer, the WaterNSW component of their Sydney Water bill will increase from $94 per year now to $102 in 2025-26 then to $136 in 2028-29.
In reaching our decisions, we have considered all feedback received in response to the Issues Paper, Information Paper, Draft Report and at our online Public Hearing. We have also considered WaterNSW’s September 2024 pricing proposal, its June 2025 submission to our Information Paper, and its August 2025 submission to our Draft Report, as well as independent expert advice.
