Wholesale Ethanol Price Determinations and market monitoring from 2023

We have heard from stakeholders about the retail market for E10

IPART is reviewing the retail market for E10.

In August we published our Consultation Paper and invited stakeholders to share their perspectives on:

• recent developments in the retail and wholesale markets for E10

• the factors influencing E10 availability, sales and pricing

• the effect of IPART’s determined reasonable price for wholesale ethanol on the retail market for E10

• whether our approach to determining the reasonable price for wholesale ethanol remains appropriate. 

We also invited NSW motorists to complete a brief survey about why they are using or not using E10, and how their use may have changed over time.

The survey and submissions to our consultation paper have now closed. We thank all stakeholders who participated in these processes. The responses will inform next stage of this review.

The determined price of ethanol is 158.1 cents per litre (excluding GST)

Under the Biofuels Act 2007, fuel sellers must ensure that 6% of fuel sold is ethanol. This means that 60% of fuel sales would need to be E10 (which is made up of 10% ethanol, and 90% unleaded fuel).

Fuel sellers can be exempt from this requirement on various grounds. One of these is that the wholesale price of ethanol paid by retailers exceeds the price determined by IPART.

The current price for fuel ethanol from 1 March 2026 is 158.1 cents per litre (excluding GST). 

The Tribunal is considering submissions received during the recent consultation process and will take these into account before making future determinations.
