IPART monitors 3 major public water utilities, 14 private WIC Act operator licensees and 7 private WIC Act retailer licensees who are licensed under the Water Industry Competition Act 2006 (WIC Act) in NSW to check they comply with their licence conditions. We collect annual performance data from each utility.

As of 1 March 2025, WIC Act licensees transitioned to the new WIC Act licensing framework. 4 private network operator licensees and 6 private retail supplier licensees did not transition under the framework and are now regulated by local councils. 

The Excel workbook (database) presents performance indicator data from 2012-13 to 2024-25.

Information presented in the database relates to the following regulated water utilities:

Public water utilities: Hunter Water Corporation, Sydney Water Corporation and Water NSW.

Private WIC Act operator licensees: Altogether Operations (Box Hill, Shepherds Bay, Glossodia), Altogether Central Park (Central Park), Altogether Cooranbong (Cooranbong), Altogether Discovery Point (Discovery Point), Altogether Huntlee (Huntlee), Altogether Pitt Town (Pitt Town), Aquacell (Kurrajong), Catherine Hill Bay (Catherine Hill Bay), CPE Barangaroo Recycled Water (Barangaroo), Kooragang Industrial Water Scheme (Kooragang), Kyeema Water (Gundaroo), Rosehill Network (Rosehill), Sydney Desalination Plant (Sydney Desalination Plant), True Water (Ashbourne). 

Private WIC Act retailer licensees: Altogether Group (multiple schemes), Aquacell (Kurrajong), Aquanet (Rosehill), CPE Barangaroo Recycled Water (Barangaroo), Kyeema Water (Gundaroo), Solo Water (Catherine Hill Bay), True Water (Ashbourne). 

Private network operator licensees (no longer in force as of 1 March 2025): Aquacell Bligh St (Bligh Street), Narara Ecovillage Co-operative (Narara), Orica Australia (Orica ground water treatment plant), Veolia Water Solutions and Technologies (Darling Walk). 

Private retail supplier licensees (no longer in force as of 1 March 2025): Aquacell Bligh St (Bligh St), Kooragang Water (Kooragang), Narara Ecovillage Co-operative (Narara), Orica Australia (Orica ground water treatment plant), Sydney Desalination Plant (Sydney Desalination Plant), Veolia Water Solutions and Technologies (Darling Walk).

As the nature and scale of operations vary between utilities, comparison of performance indicator data can be difficult. Therefore, we do not attempt to provide commentary or draw comparisons between the utilities’ data.
