IPART has commenced its assessment of the Hills Shire Council revised Contributions Plan No 15 – Box Hill (CP15).
The Council has prepared CP15 to collect contributions from new residential and non-residential development. These contributions will fund upgrades to infrastructure in the area to meet a projected population increase of 49,000 people.
This is the fifth time IPART has reviewed CP15. We previously assessed the plan in 2014, 2016, 2018 and 2020. Our assessment will consider whether CP15 meets the criteria as set out in the Department of Planning and Environment’s Practice Note.
We will provide our final assessment and recommendations to the Minister. The Minister, or their Nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contributions rates in CP15.
