IPART has commenced its assessment of Lane Cove Council's St Leonards South Precinct Section 7.11 Development Contributions Plan (SLS CP).
The council has prepared the SLS CP to collect contributions from new residential development. These contributions will provide road upgrades, a new local park and a new shared pedestrian/cycling path to meet the needs of new residents. The council does not intend to collect contributions from non-residential development as it considers that demand for new infrastructure will almost entirely be driven by new residential development.
The council has submitted the plan to IPART for assessment because its proposed contributions ($29,636 per 2 bedroom unit) exceed the cap of $20,000 per dwelling, which applies in this area.
Our assessment will consider whether the SLS CP meets the criteria as set out in the Department of Planning, Industry and Environment’s Practice Note.
We will publish a Draft Report on our assessment findings and recommendations. At that time, we will welcome submissions from any interested parties.
We will provide our final assessment and recommendations to the Minister. The Minister, or his Nominee, will advise the council on any changes it needs to make prior to adopting the plan. The council will then be entitled to charge the applicable contributions rates in the SLS CP.
