The NSW Government asked IPART to undertake an independent review of social and affordable housing rent models. The review is one of the actions under the Government’s social housing strategy, Future Directions for Social Housing in NSW.
We made 29 recommendations on social and affordable housing, including:
- maintaining the contribution made by social housing tenants at 25% of their income
- implementing a sustainable funding model for housing providers
- reforming the allocation system to better match tenants’ needs and, where possible, preferences for housing with the social housing available, and
- creating stronger incentives for tenants who can to find work and/or private housing.
Our recommendations would increase the benefits realised from existing social housing stock and help to ensure new stock that matches future needs and demand can be delivered.

We provided our Final Report and recommendations to the Minister for Social Housing in July 2017. On the 1st September 2017 the NSW Government announced it's response to our Final Report.
